International education comparisons become more useful when they are read as assessment records, not as a single league table. How Education Systems Are Compared Over Time

Education systems can look strong in one cycle and less dominant in another. That is normal. International tests use samples, rotate subject emphasis, and update assessment design. A careful reading asks three questions: which age group was tested, which subject was measured, and whether the system performs well repeatedly.

No official source publishes one universal “best education system” ranking that combines every domain, age group, and outcome. Official reports usually present subject scores, statistically comparable bands, and trend evidence.

PISA 2022: Current Cross-Subject Leaders

PISA 2022 gives the clearest recent picture of 15-year-old performance. Singapore scored 575 in mathematics, 543 in reading, and 561 in science. Mathematics in 2022 shows a tight upper group. Singapore led the table, followed by Macao (China), Chinese Taipei, Hong Kong (China), Japan, Korea, and Estonia. This pattern matters because it shows multi-cycle strength, not a one-cycle spike. Mathematics stayed above 560 in every listed cycle. Science moved within a narrow high band. Reading fluctuated, yet remained far above the OECD average reported for PISA 2022.

Why Multi-Cycle Evidence Is Stronger Than a Single Ranking

PIRLS 2021: Reading Performance in Fourth Grade

In PIRLS 2021, Singapore scored 587, the highest average reading score among the reported countries in the main achievement exhibit. What Repeated High Performance Usually Shows

The data do not prove that one policy explains success. Education systems are too complex for that.
