Student-Teacher Ratio by Country: 2026 Global Data

    Student-teacher ratio by country is a staffing indicator that shows how many learners are recorded for each teacher at the same education level. In international datasets, the term often appears as pupil-teacher ratio. This 2026 data page uses the latest available official values, because many countries publish teacher and enrollment data after national school census cycles rather than in the same calendar year.

    Data Coverage, Sources and Method

    The safest way to compare countries is to keep the education level, teacher definition and reference year visible. A primary ratio should not be mixed with a secondary or tertiary ratio unless the table clearly marks the level. The World Bank indicator definition states that the primary pupil-teacher ratio is the average number of pupils per teacher in primary school, and its metadata explains that the ratio is calculated by dividing students at a level by teachers at the same level [Source-2✅].

    For country coverage, this page uses the UNESCO Institute for Statistics source line displayed through official international tables. The German Federal Statistical Office’s international table lists country-level primary ratios and states the source as UNESCO Institute for Statistics, with the table marked as at 19 November 2025 [Source-1✅]. The World Bank data pages also present the same education indicator family for primary, secondary and tertiary levels [Source-3✅].

    A 2026 reader should treat these figures as latest available official data, not as a single school-year census for every country. Some countries show 2024 values; others show 2023, 2022, 2017 or earlier. This does not make the indicator unusable. It means the reference year must remain visible whenever countries are compared.

    Upper Range Values in the Primary Dataset

    Some official values sit far above the mid-range group. These upper-range entries should be read with metadata care. Teacher definitions, teacher qualification reporting, rural staffing patterns, multi-grade schools and the treatment of part-time teachers can all affect the number. The World Bank metadata warns that comparability can be affected by national definitions of teachers, part-time teachers, school shifts, multi-grade classes and reporting limits [Source-2✅].

    Primary, Secondary and Tertiary Ratios Are Separate Indicators

    A country may have a low primary ratio and a higher tertiary ratio, or the reverse. Primary education often uses generalist teachers, while lower and upper secondary education may use subject teachers. Tertiary education counts academic staff differently again. For this reason, a single country ranking should not merge levels into one table.

    OECD and EU Benchmarks for 2026 Readers

    OECD and EU sources give more recent and more detailed comparison for their member countries. In OECD reporting, the average student-teacher ratio in 2023 was 14:1 at primary level and about 13:1 at both lower and upper secondary levels. The same OECD chapter separates student-teacher ratio from class size, which is necessary because one school can have more teachers than classes due to special education, support roles, subject teaching and leadership duties [Source-6✅].

    Eurostat gives a newer EU primary education snapshot. In 2024, the EU average was 13.2 pupils per teacher. Greece recorded 7.4, Luxembourg 8.2 and Romania 18.2 in that same primary education release. This is useful because it uses a regional statistical system with closely aligned education reporting rules [Source-7✅].

    Student-Teacher Ratio vs Class Size

    Student-teacher ratio and class size are related, but they do not measure the same thing. A school can have 14 students per teacher and still run classes of 21 or more if some teachers work in specialist, support, leadership or part-time roles. OECD reports an average class size of 21 students at primary level and 23 at lower secondary level across OECD countries, while the student-teacher ratio is lower because it counts the teaching workforce relative to enrollment [Source-6✅].

    Class size is closer to the learner’s daily experience. Ratio is closer to system staffing capacity. Both matter, but they answer different questions. A national ministry may use the ratio for workforce planning; a parent may notice the class size first.

    Why Some 2026 Country Values Look Older Than Expected

    Education data reaches global databases through administrative reporting. The chain usually begins with school census records, then moves through national education ministries or statistical offices, then into UIS, World Bank, OECD, Eurostat or other international systems. Where teacher definitions differ, where data validation takes longer, or where a country has not yet reported a newer value, the latest visible year can remain older than the article publication year.

    That is why a country table can show 2024 for India, 2023 for China, 2022 for Colombia, 2017 for Germany and 2000 for Canada in the same official primary data table. It is not a ranking problem. It is a data-release timing issue. For clean comparison, the year column should travel with the value.

    Teacher Headcount and Full-Time Equivalent Coverage

    Some systems count teachers as headcounts; others convert staff into full-time equivalent posts. Part-time teachers, double-shift teachers and teachers working across institutions can change the denominator. A small change in the teacher denominator can move the ratio more than readers expect, especially in small systems.

    Qualified Teacher Ratios and Standard Teacher Ratios

    Another distinction: a standard pupil-teacher ratio may differ from a pupil-qualified-teacher ratio.     Qualified-teacher measures can be higher where many adults teach but not all meet the national qualification standard recorded in the dataset. For that reason, the label matters. Pupil-teacher and pupil-qualified-teacher should not be treated as identical.

    United States Note: National Data Can Differ by Dataset Scope

    National sources may use their own reporting scope. For example, the U.S. National Center for Education Statistics publishes Common Core of Data tables where teachers are reported as full-time equivalents and student membership includes public school data under defined grade coverage. The NCES source notes that teacher counts are expressed in FTE and that U.S. totals for school year 2024–25 include the 50 states and the District of Columbia [Source-9✅].

    This is why a national U.S. table and an international table may not display the same number. One may focus on public elementary and secondary membership; another may use UIS-mapped international education levels. The difference is methodological, not a simple error.

    What the Ratio Tells About Education Systems

    A lower ratio can signal a larger teaching workforce relative to enrollment. It may support more time for feedback, small-group work and classroom management. Still, learning quality also depends on teacher preparation, curriculum, school leadership, assessment design, attendance, learning materials, language of instruction and student support. Ratio alone does not explain outcomes.

    A higher ratio can reflect fast enrollment growth, teacher recruitment timing, rural distribution issues, or differences in how teachers are recorded. In small countries, one reporting change can visibly move the ratio. In large countries, regional differences may be hidden inside the national average. The national number is useful, but it is never the whole school story.

    For 2026 country comparison, the strongest reading is simple: keep country, level, year and source together. A ratio is most useful when it sits beside enrollment trends, teacher qualification data, public spending, school location patterns and class-size measures. One number starts the comparison; it should not finish it.
