Switzerland’s education system is best understood as a federal, multilingual, and pathway-based system. The 26 cantons carry the main responsibility for compulsory schooling, while the Confederation works with the cantons in post-compulsory education, vocational and professional education, baccalaureate recognition, universities, and research. The result is not one single school model copied across the country. It is a coordinated national education area with strong cantonal control, local school operation, and recognised routes between academic, vocational, and tertiary qualifications. The Swiss Conference of Cantonal Ministers of Education states that the system covers primary level, lower secondary, upper secondary, tertiary education, and continuing education, with cantons holding the main responsibility unless the Federal Constitution assigns the task to the Confederation [Source-1✅].

System Governance and Responsibility

The Swiss model is decentralised by design. Cantons regulate and supervise compulsory education, municipalities often run primary schools, and the Confederation becomes more visible in post-compulsory education. At federal level, the State Secretariat for Education, Research and Innovation operates inside the Federal Department of Economic Affairs, Education and Research and deals with national and international education, research, and innovation policy. Compulsory Education Route

Language is part of the school structure, not a minor detail. The language of instruction is normally German, French, Italian, or Romansh according to the language region. Pupils learn a second Swiss official language and English during compulsory schooling. The first and last values in the student table differ by 743,500 learners. Compulsory education has about 3.58 times as many learners as higher education institutions in the FSO snapshot. This is normal for a full national system: the compulsory base contains almost all children in the relevant age range, while tertiary participation depends on upper-secondary completion, qualification type, institutional admission, and career route.

Upper Secondary Education and Route Split

Upper secondary education is the system’s main sorting point, but “sorting” should not be read as a closed track. Switzerland places high value on permeability, meaning learners can move between vocational, academic, professional, and higher education routes through recognised qualifications. In 2024/25, almost 375,900 students attended upper-secondary programmes; the Federal Statistical Office reports that 58% were in vocational education and training and almost 30% were in general education programmes [Source-5✅].

The Swiss VPET system has two connected sectors: upper-secondary vocational education and training and tertiary-level professional education. Teaching Staff and Learning Environment

Staffing data show how broad the system is beyond classroom teachers alone. In the FSO 2026 snapshot, teaching staff in compulsory education reached 110,000 in 2023/24. Higher education staff stood at 106,700 in 2024, upper secondary at 37,000, and colleges of higher education at 8,200. These values are reported in thousands, and the reference year differs for higher education institutions because that data line uses 2024 [Source-4✅].

The highest and lowest staff categories differ by 101,800 people. Compulsory education and higher education institutions are close in staff scale, but they serve different functions: the first covers the broad school-age population, while the second includes academic teaching, research, institutional services, and higher education roles.

Education Finance

Swiss education funding is mostly public. In 2023, the Confederation, cantons, and communes spent CHF 45.5 billion on education, equal to 5.5% of GDP and 18.1% of total public expenditure, according to the Federal Statistical Office. The tertiary value is $11,414 higher than Switzerland’s primary-to-post-secondary non-tertiary value, a difference of about 54.1%. Compared with the OECD tertiary average, Switzerland’s tertiary figure is $17,403 higher, or about 115.2%. Educational Attainment and Completion

Adult attainment data show the long-term output of the system. In 2025, the permanent resident population aged 25 to 64 was distributed as follows: 13.9% compulsory education, 39.9% upper secondary level, and 46.2% tertiary level. The largest detailed category is vocational education and training at 31.4%, only 0.1 percentage points above higher education institutions at 31.3%. Together, professional education and higher education institutions make up the full tertiary share of 46.3% after rounding, while the FSO broad category reports tertiary level as 46.2%.

Completion is also strong at the transition into adulthood. The FSO 2026 education-and-science figure reports that 90.2% of young adults up to age 25 obtained an upper-secondary qualification in 2023. That indicator matters because upper-secondary completion is the normal base for entry into tertiary professional education, university routes, stable employment, and later continuing education.

Learning Outcomes and International Assessment

PISA 2022 gives the clearest recent international comparison for 15-year-olds. Switzerland scored 508 in mathematics, 483 in reading, and 503 in science. OECD averages were 472, 476, and 485 respectively. The OECD country note also reports that 81% of students in Switzerland reached at least Level 2 in mathematics, compared with the OECD average of 69% [Source-9✅].

The largest Swiss advantage in this table is mathematics, at 36 points above the OECD average. Science is 18 points above, while reading is 7 points above. The spread between Switzerland’s own highest and lowest PISA subject scores is 25 points, from 508 in mathematics to 483 in reading. PISA does not measure every school aim, but it gives a useful common yardstick for core performance at age 15.

Higher Education Structure

Swiss tertiary education has two main families. One is higher education institutions: universities and institutes of technology, universities of applied sciences, and universities of teacher education. The other is tertiary-level professional education, which includes federal professional examinations, advanced federal professional examinations, and colleges of higher education. OECD Education at a Glance 2025 adds several tertiary data points. In 2024, 19% of young adults aged 25 to 34 held a master’s or equivalent degree in Switzerland, above the OECD average of 16%. In 2023, 98% of first-time tertiary entrants in Switzerland entered bachelor’s or equivalent programmes, compared with the OECD average of 78%. Access, Languages, and Support Needs

Switzerland’s multilingual design affects curriculum, textbooks, teacher preparation, and transitions. A learner’s school language follows the language region: German, French, Italian, or Romansh. The system also expects language learning across compulsory schooling, with a second official Swiss language and English included. Special needs education is organised within the compulsory education level.   • Upper-secondary route shares are rounded in many summaries. VET, general education, transition options, and specialised routes should be read with their source definitions.
  • PISA is one assessment, not the whole system. It measures selected competences of 15-year-olds and should be interpreted beside qualification, completion, and pathway data.
