    Indonesia operates one of the world’s largest education systems, with routes spanning early childhood education, six-grade primary schooling, lower and upper secondary education, vocational education, equivalency programs, and a higher-education sector with millions of students. The Ministry of Primary and Secondary Education’s live data portal recorded 64,362,341 active learners and 554,609 active education units across its listed school, early-childhood, special-education, and community-education categories in early August 2026.     How Indonesia’s Education System Is Governed

    Education administration is divided by level, institution type, and government responsibility. The Ministry of Primary and Secondary Education (Kemendikdasmen) handles national policy across early childhood, primary, secondary, vocational, special, and related school education. Local education authorities carry major operational responsibilities, including parts of admission administration and school-level implementation. [Kemendikdasmen]

    Religious schools form a parallel but connected route. Madrasah institutions such as MI, MTs, and MA sit within the education system under the Ministry of Religious Affairs. This division appears directly in national assessment arrangements: the education ministry, Ministry of Religious Affairs, provincial governments, and district or city governments have defined roles in administering TKA for institutions under their authority.     Higher education sits under the Ministry of Higher Education, Science, and Technology (Kemdiktisaintek). The division matters when interpreting national totals: school-sector administrative counts and higher-education statistics come from different information systems and should not be added without checking their reference dates and coverage.     The national school-data portal updates its active-learner and education-unit records frequently. The figures below use the portal’s August 2, 2026 update. They are administrative counts by provider category, not household-survey enrollment rates. Categories ending in “/Sederajat” include the equivalent category used by the portal.     SD/Sederajat contains about 43.9% of all learners in this portal snapshot, with 28.27 million active records. SMP/Sederajat accounts for about 20.8%. The numerical drop between primary and lower secondary cannot be interpreted as a transition or dropout measure because the stages contain different numbers of grades and therefore different numbers of cohorts. Proper progression analysis requires cohort or completion-rate data.

    The portal reports 554,609 active education units in total. An education-unit count measures providers, not their capacity or average enrollment.

    Primary education also forms the largest provider group: 177,234 SD/Sederajat units, or about 32.0% of the total shown. TK/Sederajat follows with 134,217 units, about 24.2%. The relationship reverses when enrollment is considered because early-childhood providers tend to serve fewer learners per unit than primary schools. That distinction is important when school-network size is compared across levels.

    School Route and Compulsory Learning

    Indonesia’s current national development program promotes 13 years of compulsory learning: one year of preschool, nine years of basic education, and three years of secondary education.     The program objective and the statutory position should be read separately. As of July 9, 2026, the revised National Education System bill remained in legislative harmonization. The draft included the extension toward a 13-year route, but a policy program under the 2025–2029 plan should not be described as though every provision of the proposed replacement education law had already taken effect.     School Admission Rules

    The current Sistem Penerimaan Murid Baru (SPMB) sets age and prior-completion rules for public-school admissions. For SD, children aged seven receive priority, while six is the standard minimum age by July 1. A child aged at least five years and six months may qualify under the specified readiness exception. SMP applicants must have completed SD or an equivalent route and generally be no older than 15 by July 1; SMA and SMK applicants must have completed lower secondary and generally be no older than 21.     SPMB uses four principal pathways: domicile, affirmative, achievement, and parent or guardian transfer. The affirmative route provides a formal access mechanism for eligible learners from designated groups, while the detailed allocation and implementation depend on education level and local administration.

    Students, Teachers, and the Learning Environment

    Indonesia uses several statistical systems to describe participation and staffing. The BPS Statistics of Education 2025 publication combines March 2025 Susenas household-survey indicators with administrative school information for the 2024/25 school year. This distinction is useful: a survey estimate, a registered student count, and a live administrative record can describe related populations without being interchangeable. [BPS]

    Kemendikdasmen also maintains a daily-updated national record for educators and education personnel. Teacher totals should be read with their stated definition because teacher headcount, educator-plus-personnel headcount, and full-time-equivalent staffing are different measures. Mixing them would produce misleading student-to-teacher comparisons.

    Vocational Education and Work-Based Learning

    Vocational upper-secondary education is a major part of the system. The Directorate of Vocational High Schools reported 14,421 SMK institutions, 4,998,118 students, 330,943 teachers, 189,122 learning groups, and 90,373 education personnel for the second semester of 2025/26, with the national summary dated March 17, 2026.     The student and teacher headcounts imply about 15.1 SMK students per teacher. This is a simple ratio derived from the same-date national totals, not an official class-size measure. Actual learning groups, specialist subjects, teacher assignments, and school organization mean the number should not be read as 15 students in a typical classroom.

    SMK policy places applied learning alongside school-based study. The current Directorate of SMK platform includes Teaching Factory activity, tracer-study systems, industry cooperation, internships, and employment-linked programs. These mechanisms show why vocational education is better understood as a separate pathway rather than simply another version of SMA.

    Learning Outcomes and National Assessment

    Indonesia participates in the OECD Programme for International Student Assessment (PISA), which measures the competencies of 15-year-olds in mathematics, reading, and science. PISA is not a school-leaving examination. Its value lies in providing internationally comparable learning indicators across assessment cycles.

    The selected series peaked in 2015 for all three subjects: 386 in mathematics, 397 in reading, and 403 in science. By 2022, mathematics stood nine score points below its 2012 level and reading 37 points below; science was one point above its 2012 result. OECD’s 2022 reporting likewise notes that Indonesia’s 2022 results were below 2018 in all three domains. PISA scale points are not percentages, so these changes are stated as score-point differences rather than percent changes. [OECD]

    The proficiency measure gives a different view from the mean-score chart. In 2022, 18% of Indonesian participants reached at least Level 2 in mathematics, 25% in reading, and 34% in science. Relative to OECD averages, the gaps were 51, 49, and 42 percentage points respectively. These are differences in the shares of students reaching the stated PISA level; they are not differences in school enrollment or graduation.

    TKA and the National Assessment System

    Tes Kemampuan Akademik (TKA) now provides an individual standardized academic result. It differs from both the former Ujian Nasional and Asesmen Nasional. The ministry states that TKA is voluntary, does not determine school graduation, and gives individual participants a result certificate. Its results may be considered in academic selection, progression routes, higher-education admissions, and recognition of equivalent learning. [TKA FAQ]

    Asesmen Nasional serves a different purpose: it evaluates education conditions at the school and system level rather than issuing an individual academic result. That separation is useful when reading Indonesian education data. A TKA score, a school diploma, an Asesmen Nasional indicator, and an international PISA score answer different questions.

    Higher Education Structure and Participation

    Indonesia’s tertiary system includes universities, institutes, polytechnics, academies, and other recognized institutions. Programs extend from diploma and applied routes through Sarjana study to Magister and doctoral education. Academic and applied programs therefore coexist within the same national higher-education sector.

    The Ministry of Higher Education, Science, and Technology currently displays 9,967,487 students, 303,067 lecturers, 33,741 study programs, and 4,416 higher-education institutions in its higher-education statistics panel, which references the 2024 higher-education statistics publication. The ministry also hosts a 2025 higher-education statistics publication released in 2026, so the reference year attached to each metric should be preserved when figures are compared.     An international participation measure gives another perspective. UNESCO UIS data distributed through the World Bank report Indonesia’s tertiary gross enrollment ratio at about 45% in 2023. A gross enrollment ratio can exceed the proportion of a single age cohort because its numerator includes tertiary students of different ages; it is therefore not equivalent to the share of young adults currently attending college.     Education Finance

    Indonesia’s 2026 national budget maintains an education allocation equal to 20% of total APBN expenditure. Official Ministry of Finance material describes the education allocation as flowing through central-government spending, transfers to regional governments, and financing channels. Programs supported through these mechanisms include school operational assistance, early-childhood operational assistance, student support, higher-education support, teacher-related expenditure, scholarships, and research.     The 20% budget share is not the same indicator as education expenditure as a percentage of GDP. Nor is it a per-student expenditure figure. These measures use different denominators and accounting coverage. Treating them as interchangeable can make a funding trend appear larger or smaller than the underlying data support.

    Equal Access, Language, and Additional Learning Needs

    Access Through Multiple Admission Routes

    The SPMB admission model includes an affirmative pathway alongside domicile, achievement, and transfer routes. Current rules also contain provisions relevant to learners with disabilities. The structure creates separate mechanisms for admission circumstances rather than relying on a single selection route for every applicant. [SPMB FAQ]

    Special and Inclusive Education

    Indonesia uses both inclusive provision and Sekolah Luar Biasa (SLB) within its support arrangements. The live national data portal recorded 164,588 active SLB learners across 2,467 active SLB education units on August 2, 2026. These figures describe the SLB category only and should not be treated as the total population of learners receiving disability-related support, because learners can also attend inclusive mainstream settings.     The ministry also publishes a dedicated annual dataset for learners with additional needs who remain in education, defined to cover learners in inclusive units or SLB. Keeping the two scopes separate prevents an SLB-only count from being mistaken for a national inclusive-education total.

    Language of Instruction

    Bahasa Indonesia is the official language of instruction, while local languages can play a role in early learning and language-support contexts. Ministry programs have supported the use of children’s mother tongues in early-grade learning where local linguistic conditions make that approach appropriate. This creates a multilingual education setting without replacing Bahasa Indonesia’s national instructional role. [Kemendikdasmen]

    Quality Assurance, Data, and Digital Infrastructure

    School accreditation is handled by Badan Akreditasi Nasional Pendidikan Anak Usia Dini, Pendidikan Dasar, dan Pendidikan Menengah (BAN-PDM). Its remit covers early childhood, primary, secondary, and equivalency education, and the institution publishes accreditation processes and results for covered education units. [BAN-PDM]

    Indonesia’s data environment combines Dapodik and ministry administrative systems, BPS household surveys, accreditation records, assessment datasets, and higher-education information systems. Each serves a different measurement role. Live Dapodik-linked figures are useful for current operational scale, while BPS survey indicators allow population-based analysis and OECD or UNESCO measures support international comparability.

    The education ministry also publishes an annual indicator for the percentage of schools with internet access for teaching. Its current dataset is distributed as structured downloadable data rather than a single national percentage in the public dataset description. That indicator should be read from its defined annual dataset rather than inferred from the number of devices, digital-platform accounts, or connected households. [Kemendikdasmen Data]

    Curriculum Changes in Force for 2025/26 and 2026

    Permendikdasmen No. 13 of 2025 adjusted the curriculum rules for early childhood, primary, and secondary education beginning in the 2025/26 school year. The ministry states that both Kurikulum Merdeka and Kurikulum 2013 remain applicable; the regulation did not simply replace the existing curricula with an entirely new curriculum. [Kemendikdasmen]

    The changes include a clearer co-curricular structure, use of thematic and project activity, the Pembelajaran Mendalam approach, and an elective subject covering Coding and Artificial Intelligence. The terminology for learner outcomes also shifts from Profil Pelajar Pancasila to Profil Lulusan. These are active curriculum adjustments tied to the 2025/26 implementation period rather than proposals without an implementation date.

    The system visible in 2026 therefore combines a very large decentralized school network with nationally defined curriculum, assessment, data, and accreditation arrangements. Its route now places greater policy emphasis on a preschool year before the established primary and secondary sequence, while academic and vocational upper-secondary paths continue side by side. For statistical comparisons, the most reliable reading comes from keeping administrative headcounts, household-survey rates, international assessment results, budget shares, and higher-education statistics in their own measurement categories.
