The country data below use the World Bank’s adult literacy indicator, which distributes data from the UNESCO Institute for Statistics (UIS). The World Bank identifies UIS as the publisher and states that the data are obtained through the UIS API. Data-year rule: a value from 2008 is a 2008 observation, even when it appears in a current database. It should not be relabeled as a “2026 literacy rate.” Different years are one reason small differences between countries should not be treated as a precise same-year ranking.

Recent Reports at 99% or Higher
Several countries report adult literacy at 99% or 100%, but there is no sound reason to force them into a single first-to-last league table when their observation years differ. Restricting the view to observations from 2020 onward makes the comparison more current while still retaining each country’s year.

A threshold view can also be more informative than a numbered “lowest countries” ranking. The table below includes only observations from 2020 onward that are below 70%, which avoids mixing these values with records from several decades ago. Adult and Youth Literacy Are Different Measures
UIS defines the adult literacy rate for people aged 15 years and older. Youth literacy covers ages 15 to 24. [UNESCO UIS] Because the groups are different, the two rates answer different questions. Adult literacy reflects several generations at once; youth literacy is more concentrated among people who passed through education systems more recently.
The global gap illustrates the distinction. In 2024, youth literacy was 5.4 percentage points above adult literacy: 93.1% compared with 87.7%. [UN SDG] A positive youth–adult gap can be consistent with higher literacy among younger generations, although the size and cause of that gap must be examined country by country.

A parity index is a ratio, not a literacy percentage. A value of 1 indicates parity between the compared groups; values closer to 1 indicate a narrower difference. The global adjusted index moved from 0.91 to 0.93 for adults and from 0.97 to 0.98 for youth between 2015 and 2024. [UN SDG]
What the Literacy Rate Measures
Under UIS metadata for SDG 4.6.1, literacy means being able to read and write, with understanding, a short and simple sentence about everyday life. The indicator is therefore a measure of basic literacy. [UNESCO UIS]
Literacy rate (%) = literate persons in the age group ÷ persons in the same age group with known literacy status × 100.
People whose literacy status is unknown are excluded from the denominator under the UIS computation method. [UNESCO UIS]

Literacy Rate Is Not the Same as Reading Proficiency
A basic literacy percentage should not be read as a score for advanced reading comprehension. A country can report very high adult literacy while its students or adults still show a range of performance on assessments that measure reading at several proficiency levels. Basic literacy, functional literacy, and assessed reading proficiency are different concepts.

The regional figures in the charts should not be reconstructed by taking a simple arithmetic mean of country rates. Why Missing Literacy Data Must Stay Missing
A blank literacy field does not mean that nobody can read, nor does it justify inserting 0%, 99%, or another proxy. It means a directly comparable observation is not available in that particular series or view. Missing data and low literacy are different states.
This point matters especially when comparing countries with long-established education systems that may not report the traditional self-declared literacy indicator on the same schedule as countries that still collect it in censuses or household surveys.
