Literacy Rates by Country (Global Education Data)

    Global literacy has moved upward across recent decades, yet a country comparison only makes sense when the observation year travels with the percentage. The United Nations reports that adult literacy among people aged 15 and older reached 87.7% in 2024, while youth literacy among ages 15–24 reached 93.1%. [UN SDG]

    UNESCO’s 2026 education data release presents the same global picture in rounded form: 88% for adults and 93% for youth. [UNESCO UIS] These are global estimates, not a statement that every country’s literacy figure was measured in 2024 or 2026. National observations come from different census and survey years, so a credible country table must preserve those dates.

    Literacy Rates by Country

    The country data below use the World Bank’s adult literacy indicator, which distributes data from the UNESCO Institute for Statistics (UIS). The World Bank identifies UIS as the publisher and states that the data are obtained through the UIS API. [World Bank] Each percentage is paired with its latest displayed observation year; values are rounded to whole percentage points for a compact global table.

    Data-year rule: a value from 2008 is a 2008 observation, even when it appears in a current database. It should not be relabeled as a “2026 literacy rate.” Different years are one reason small differences between countries should not be treated as a precise same-year ranking.

    The table does not replace missing observations with assumed values. Some countries and economies do not show a directly comparable adult-total rate in the same series, while others have observations that are much older than the newest records.     Recent Reports at 99% or Higher

    Several countries report adult literacy at 99% or 100%, but there is no sound reason to force them into a single first-to-last league table when their observation years differ. Restricting the view to observations from 2020 onward makes the comparison more current while still retaining each country’s year.

    Recent Adult Literacy Observations Below 70%

    A threshold view can also be more informative than a numbered “lowest countries” ranking. The table below includes only observations from 2020 onward that are below 70%, which avoids mixing these values with records from several decades ago. The percentages describe the reported indicator for the stated year; they do not describe a country’s students, schools, or education quality as a whole.

    Adult and Youth Literacy Are Different Measures

    UIS defines the adult literacy rate for people aged 15 years and older. Youth literacy covers ages 15 to 24. [UNESCO UIS] Because the groups are different, the two rates answer different questions. Adult literacy reflects several generations at once; youth literacy is more concentrated among people who passed through education systems more recently.

    The global gap illustrates the distinction. In 2024, youth literacy was 5.4 percentage points above adult literacy: 93.1% compared with 87.7%. [UN SDG] A positive youth–adult gap can be consistent with higher literacy among younger generations, although the size and cause of that gap must be examined country by country.

    Literacy Change Across SDG Regions

    Regional data reveal more than a single global average. Between 2015 and 2024, the world adult literacy rate rose from 86.0% to 87.7%, while the youth rate rose from 91.4% to 93.1%. [UN SDG] The regional paths were not identical, which is why separate adult and youth charts are useful.

    The largest rise in this regional youth series occurred in Central and Southern Asia, from 87.7% to 93.7%, a gain of 6.0 percentage points. Sub-Saharan Africa moved from 75.4% to 79.2%. Europe and Northern America remained at 99.7% in both years. [UN SDG]

    For adults, Central and Southern Asia rose from 71.8% to 77.4%, while Sub-Saharan Africa rose from 64.5% to 69.0%. Eastern and South-Eastern Asia moved from 95.5% to 96.9%, and Latin America and the Caribbean from 93.5% to 95.0%.     Female and Male Literacy Data

    Literacy statistics can also be disaggregated by sex. The 2026 UIS database lists sex among the available dimensions for SDG 4.6.1, alongside wealth, native status, and urban or rural location when data are available. The indicator covers 184 countries across the 1970–2025 series. [UNESCO UIS]

    A parity index is a ratio, not a literacy percentage. A value of 1 indicates parity between the compared groups; values closer to 1 indicate a narrower difference. The global adjusted index moved from 0.91 to 0.93 for adults and from 0.97 to 0.98 for youth between 2015 and 2024. [UN SDG]

    What the Literacy Rate Measures

    Under UIS metadata for SDG 4.6.1, literacy means being able to read and write, with understanding, a short and simple sentence about everyday life. The indicator is therefore a measure of basic literacy. [UNESCO UIS]

    Literacy rate (%) = literate persons in the age group ÷ persons in the same age group with known literacy status × 100.

    People whose literacy status is unknown are excluded from the denominator under the UIS computation method. [UNESCO UIS]

    The age category matters. UIS identifies 15+ as the adult group and 15–24 as the youth group; it also supports 25–64 and 65+ groupings in the underlying methodology. [UNESCO UIS]

    Literacy Rate Is Not the Same as Reading Proficiency

    A basic literacy percentage should not be read as a score for advanced reading comprehension. A country can report very high adult literacy while its students or adults still show a range of performance on assessments that measure reading at several proficiency levels. Basic literacy, functional literacy, and assessed reading proficiency are different concepts.

    UIS explicitly separates basic literacy from functional literacy. Its metadata notes that functional literacy concerns the ability to use reading, writing, and calculation effectively in everyday group and community activities. [UNESCO UIS] That distinction also explains why a 99% literacy rate cannot be converted into a PISA, PIRLS, or adult-skills assessment result.

    Why Literacy Data Years Differ Between Countries

    International literacy data do not come from one worldwide test administered to every adult in the same year. UIS compiles national evidence from population censuses, household surveys, and labor-force surveys. Literacy status is commonly collected through self-declaration or household declaration.     • National population censuses can provide broad population coverage, but census schedules differ by country.
    • Household and labor-force surveys can provide newer observations, yet survey cycles and question wording are not identical everywhere.
    • National statistical offices and ministries of education provide or review data used in the international series.
    • UIS validation includes review of indicator values and methodological notes with national agencies before publication.

    How a National Observation Enters the International Series

    1. A census or nationally representative survey records literacy status for the relevant population.
    2. A national statistical office, ministry, or approved partner provides the data and supporting metadata.
    3. UIS checks the indicator definition, coverage, consistency, and calculation.
    4. Indicator values and methodological notes are shared with relevant national agencies for review before publication.

    UIS collects literacy and educational-attainment data annually and states that literacy releases occur in February/March and September. [UNESCO UIS] A fresh database release can therefore contain a mix of newly reported national observations and older latest-available observations. New publication date, old observation year: both can be true at once.

    Regional Averages Use a Different Method

    The regional figures in the charts should not be reconstructed by taking a simple arithmetic mean of country rates. UIS uses the Global Age-specific Literacy Projections Model (GALP) for regional aggregates and can use the latest available value to address gaps at regional and global levels. At the country level, the metadata states that the compiler makes no imputations. [UNESCO UIS]

    Why Missing Literacy Data Must Stay Missing

    A blank literacy field does not mean that nobody can read, nor does it justify inserting 0%, 99%, or another proxy. It means a directly comparable observation is not available in that particular series or view. Missing data and low literacy are different states.

    This point matters especially when comparing countries with long-established education systems that may not report the traditional self-declared literacy indicator on the same schedule as countries that still collect it in censuses or household surveys. A ranking that silently substitutes assumed values creates false precision.

    What Changed for SDG Indicator 4.6.1

    The indicator label changed after the UN Statistical Commission’s April 2025 session. Youth/adult literacy rate became SDG indicator 4.6.1, while the former indicator based on a fixed level of functional literacy and numeracy proficiency was renumbered as thematic indicator 4.6.2. [UNESCO UIS]

    In the February 2026 UIS release, indicator 4.6.1 has data coverage for 184 countries and a time span of 1970–2025. Available disaggregations include sex, wealth, native status, and urban/rural location. [UNESCO UIS] The broader coverage does not mean all countries have a value for every year or every subgroup.

    Frequently Asked Questions About Literacy Rates

    Which Country Has the Highest Literacy Rate?

    There is no single defensible “current winner” from the latest-observation table because several countries report 100% in different years. Georgia reports 100% for 2024, while Armenia and Azerbaijan report 100% for 2023, for example. [World Bank] A precise rank should compare the same indicator, year, age group, and measurement method.

    What Is the Global Literacy Rate?

    Does 100% Mean Literally Every Person Can Read and Write?

    A displayed 100% rate should be read as a statistical result under the indicator’s definition, source, precision, and observation year. Rounded percentages, survey design, census reporting, and the exclusion of unknown literacy status all matter. It should not be interpreted as a claim about every individual without exception.

    Is Literacy Rate the Same as Reading Test Performance?

    No. The literacy rate measures basic ability to read and write a short, simple statement with understanding, while reading assessments can measure multiple levels of comprehension and skill.
